These are the "White Perf" Air Jordan XX8 due to the perforated white upper on the shoe. Russell Westbrook wore this during his brief start to the 2013 NBA Playoffs.  Unlike the previous models that have released, this pair features a full grain leather upper, giving reason to perforate it for breathability purposes. The upper is made of white leather while the inner bootie is made of photo blue mesh, the midsole is black and the outsole is a crimson like color.
